Untuk layak menjadi warga negara dan mengaku sebagai orang Malaysia, perlu sekurang kurangnya boleh berbahasa Malaysia dengan spara baik (bukan untuk berhujah dalam Dewan Rakyat dan/atau Mahkamah Tinggi). Sekurang kurangnya faham dan boleh mengamati senikata “Negaraku” dan “Rukun Negara”.
